Marvel Scan first vessel to comply with MLC 2006

14/09/11

On September 14th, 2011, the Marvel Scan is officially verified by Bureau Veritas according the Maritime Labour Convention (MLC 2006) requirements. Captain Naumets of the Marvel Scan and HSE Manager Wilfred Hemme have received the "Statement of Compliance MLC 2006” from Bureau Veritas based on a comprehensive review of the MLC 2006 manual as well as an audit type inspection on board the Marvel Scan at Constanta. The Marvel Scan meets all requirements under the Maritime Labour Convention 2006 (MLC 2006), and she is probably one of the first vessels worldwide that meets the requirements on MLC 2006 !

Short introduction on MLC 2006
The ILO's MLC 2006 Convention provides comprehensive rights and protection at work for the world's more than 1.2 million seafarers.  The MLC 2006 aims to achieve both decent work for seafarers and secure economic interests in fair competition for quality ship-owners and shipmanagers. An estimated 90% of world trade is carried on vessels and seafarers are in this sense essential to international trade and the international economic and trade system.  The new labour standard consolidates and updates more than 68 international labour standards related to the Maritime sector adopted over the last 80 years.

MLC 2006 sets out seafarers' -rights for decent workconditions on a wide range of subjects, and aims to be globally applicable, easily understandable, readily updatable and uniformly enforced. It has been designed to become a global instrument for the International regulatory regime for quality shipping, complementing the key Conventions of the International Maritime Organization (IMO).

CFL and MLC 2006
Although the Maritime Labour Convention has not yet been ratified by many Flagstates, CFL sincerely want to keep in compliance with the requirements of this Convention because the crew on board is the greatest value for CFL. Although CFL meets all current requirements for its seafarers and invest heavily in the working and living conditions on board,  meeting the MLC 2006 requirements is for CFL the absolute finishing touch. At the same time, all vessels worldwide >500 GRT in the International trade must meet MLC 2006 soonest so CFL decided to anticipate on MLC 2006 in an early stage. Considering the rapid changes in international shipping regulations, CFL is proud to be at the forefront with the Marvel Scan as its first MLC 2006 qualified vessel.

In April 2011 CFL had completed the draft version of the company specific ‘MLC 2006 Manual’. After review of the ‘MLC 2006 Manual’ by Bureau Veritas, CFL decided on voluntary verification against the MLC 2006 requirements on board of the Marvel Scan. Ultimately an official MLC 2006 Inspection was conducted by Bureau Veritas on board of the vessel and after completion a “Statement of Compliance MLC 2006” was obtained. Because the Dutch Flagstate has not yet ratified the MLC 2006 an official Maritime Labour Certificate issued by the Dutch Flagstate couldn’t yet be Ankerobtained, but through the 'Statement of Compliance MLC "CFL have demonstrated that both the Marvel Scan as well as the CFL office organization fully meets MLC2006.

In the near future CFL is planning to certify its whole fleet according MLC 2006 by Bureau Veritas. This proves the continuous innovative drive of CFL !
